Some are naturally large and fat; others are naturally thin and small. It’s depend on Typeface as some fonts usually bigger than other. For an example Source Sans Pro is smaller than Montserrat so If you use Source sans pro then you can use 7pt as the smallest size for the best readable but Montserrat then 6pt.

I find Verdana to be ideal for small font sizes (not so much for bigger ones). Or, if you can, you could use a pixel font. Based upon my document, I would say that Bodoni MT Condensed has given me the most characters per page at 12 pt font. It seems rather legible.
